On August 26, 2020, Lara Donlon of Torcivia, Donlon, Goddeau & Rubin, P.A. virtually presented “10 Things Elected Officials Need to Know about COVID-19 and their Employees” to elected officials and staff throughout Palm Beach County. The presentation provided an overview of federal legislation, impacts on collective bargaining agreements, communication and employment-related claims relating to COVID.

On August 19, 2020, Lara Donlon of Torcivia, Donlon, Goddeau & Rubin, P.A. presented a webinar through the Florida Institute of Government, “The COVID Conundrum: Employment Law Considerations During and After Re-Opening.” The session provided participants insight on considerations to be made in returning employees to the worksite, promoting safety at the worksite, and guidance for isolating and returning employees after experiencing symptoms, an exposure, or a potential exposure. Additionally, the session provided information on COVID-related workplace claims that have already been filed and the landmines employers should lookout for to avoid such claims.


Lara Donlon presented the webinar “Avoiding COVID Catastrophes: What Every HR Professional Should Know” at the Florida Public Human Resources Association’s Educational Series

On August 18, 2020, Lara Donlon of Torcivia, Donlon, Goddeau & Rubin, P.A. presented “Avoiding COVID Catastrophes: What Every HR Professional Should Know” through a webinar during the Florida Public Human Resources Association’s Educational Series. The presentation focused on balancing the challenge of maintaining a safe workplace with the need to provide essential services to the community. The presentation provided HR professionals with insight on various aspects of the Families First Coronavirus Response Act (within EPSL and EFMLA), recent CDC guidance and its application to return to work practices, and other timely issues.


Lara Donlon presented “Avoiding Pandemonium in the Pandemic Workplace: Understanding Employment Laws Related to COVID-19” through a webinar offered through the Florida Institute of Government.

On May 13, 2020, Lara Donlon of Torcivia, Donlon, Goddeau & Rubin, P.A. presented “Avoiding Pandemonium in the Pandemic Workplace: Understanding Employment Laws Related to COVID-19” through a webinar offered through the Florida Institute of Government. Participants were provided information regarding the interplay of state and local executive orders, the new Federal paid sick leave and expanded Family Medical Leave (“FMLA”), existing employment laws and an employer’s own policies and collective bargaining agreements. The information provided during the interactive session provided participants with the foundation to manage their workforce fairly and lawfully while navigating the current situation and moving forward into various stages of reopening.

On April 30, 2020, Glen J. Torcivia and Pamala H. Ryan of Torcivia, Donlon, Goddeau & Rubin, P.A. presented a webinar for The Florida Institute of Government on Complying with Sunshine, Public Records and Public Access Laws in Emergency Situations. They focused on the impact that the COVID-19 pandemic has had on the public’s access to local government meetings.

Torcivia, Donlon, Goddeau & Rubin, P.A. was selected as General Counsel for the Children’s Services Council for Martin County, an independent special district which provides funding and coordination for the delivery of services for children. Mr. Torcivia has also represented the Children’s Services Council of St. Lucie County since 1990.


Lara Donlon recently presented “Medical Marijuana and Employees: Navigating the Legislative Landscape Under Federal and State Law” at the 42nd Annual Local Government Law in Florida 2019 conference.

On May 10, 2019, Ms. Donlon discussed the interplay of Florida’s medical marijuana statute with various federal laws including the Controlled Substances Act, the Drug Free Workplace Act, the ADA and the December 20, 2018 farm bill. The presentation provided attendees with a backdrop for analyzing employment decisions that involve employees who have tested positive for marijuana.


Lara Donlon presented “Ignore, Investigate or Interrogate?  Examining Workplace Behavior with Confidence” at the St. Lucie County Human Resources Association General Membership Meeting on April 25, 2019.

Ms. Donlon’s presentation provided attendees with information and best practices regarding the investigation process, from the planning stages to properly concluding the investigation.  She also presented various legal issues to consider throughout the process.


Lara Donlon presented “Sexual Harassment” at the Florida Court Clerks & Comptrollers’ 2018 Summer Conference in West Palm Beach on June 27, 2018.

Ms. Donlon’s presentation provided attendees with an overview of the laws prohibiting sexual harassment, the impact of recent media attention, recent court rulings and best practices.


Ms. Donlon presented “HR Up In Smoke: The Intersection Between Marijuana Legalization and Employment” law with two other distinguished panelists at the International Municipal Lawyers Association (IMLA) 2018 Mid-Year Seminar on April 24, 2018 in Washington, D.C.

Ms. Donlon’s presentation focused on the current state of the law relating to whether employers must make reasonable accommodations under state or federal law to employees who use medically authorized marijuana under state law. Ms. Donlon’s article on the same topic was published in the May-June 2018 volume of IMLA’s Municipal Lawyer The Journal of Local Government Law.


Ms. Donlon presented “Sex, Drugs, Guns and More: Recent Developments in Employment Law” at the St. Lucie County Human Resources Association General Membership Meeting on April 26, 2018.

Her presentation provided attendees with information regarding preventing and managing sexual harassment claims, medical marijuana and reasonable accommodations, workplace violence, and unpaid interns.

May 20, 2015 – Glen J. Torcivia Receives Associate Member of the Year Award from the Palm Beach County League of Cities

On May 20, 2015, Glen J. Torcivia, the founding Shareholder of the Firm, received the “Associate Member of the Year Award” from the Palm Beach County League of Cities, “for exemplary involvement and support to the priorities and programs of the League.” Mr. Torcivia received this honor during the League of Cities’ Annual Installation Gala, which was held on May 20, 2015 at the Kravis Center in West Palm Beach.

Christy Goddeau Speaks at the Florida Association of City Clerks'  2014 Fall Academy

On October 16, 2014, Christy Goddeau, a Shareholder with the Firm, presented at the Florida Association of City Clerks’ 2014 Fall Academy in Orlando.  Her presentation focused on state and local law requirements for municipal meeting minutes and included a lively discussion on common misunderstandings and pitfalls.
