Aleksandr Boksner

Mr. Boksner joined the Firm after 13 years of practicing in Miami-Dade County, representing the City of Miami Beach, Florida. Mr. Boksner provided legal counsel to the Mayor and City Commissioners, City Manager, and Department Directors pertaining to its governmental business practices, liability and sovereign immunity, including public records and government in the sunshine laws, contract formation, interpretation and drafting, legislative process and procedure, regulatory and statutory compliance, and the legal impact of civil and criminal litigation surrounding all aspects of the governmental business operations.

Mr. Boksner has extensive experience in the preparation of various resolutions and ordinances, drafting of prospective legislation for consideration by the State of Florida, and the review of contracts for compliance with Federal, state and local procurement laws, in conjunction with the negotiation of various public/private contracts, land use disputes, franchise agreements and other contractual agreements. He has directly supervised and overseen the prosecution of code enforcement matters before Special Magistrates to ensure regulatory compliance with those technical statutes, regulations, and codes. He has handled a multitude of litigation matters (commercial, land use, construction, tort and appellate) which involve issues of sovereign immunity, regulatory taking, inverse condemnation, littoral takings and other statutory and common law causes of action impacting local governmental entities. 

Mr. Boksner provides a broad range and extensive legal guidance on legal matters that involve governmental operations and governance, policy initiatives and other aspects of local government business functions and litigation.

Education and Background

Mr. Boksner earned his law degree from the University of Toledo College of Law and his undergraduate degree from the University of Cincinnati. 

Prior to joining the Firm, Mr. Boksner was the Chief Deputy City Attorney for the City of Miami Beach, and his professional experience and background consisted of significant legal positions at other governmental agencies that included the Office of the County Attorney, Marion County, Florida; Office of the County Attorney, Charlotte County, Florida; and Office of the State Attorney, Miami, Florida.
