Local Government

The Firm represents numerous local governments in a full spectrum of matters. We represent governments either as General Counsel, City Attorney, or Special Counsel engaged for a particular matter or area of concern.

General Representation and Counseling 
We offer local government clients a wide range of general counsel services in all aspects of municipal law, including:  ethics; public records and Sunshine Law compliance; land use and zoning matters; code enforcement; contracts; utilities, including water, waste water, and electric; complex contracts; labor and employment counseling and litigation; drafting and interpreting personnel regulations and policies; preparation of ordinances and resolutions; forfeitures; parliamentary procedure; and litigation.  

Litigation
We have significant experience litigating cases in both federal and state courts arising in the local government context, including:  defending claims asserted against police departments alleging unlawful use of force, false arrest, and civil rights violations; breach of contract claims; procurement and purchasing disputes and bid protests; election law litigation; public records and Sunshine Law litigation; employment law litigation; First Amendment issues; and Constitutional Law issues. We also have experience representing clients in arbitration and in matters before the Florida Division of Administrative Hearings.

Human Resources and Employment Law
The Firm regularly provides advice and counsel to local government Human Resources Departments regarding a host of HR issues, including disciplinary and termination decisions, preparation of personnel policies and procedures, defense of discrimination, harassment, and retaliation EEO claims and lawsuits, workplace investigations, overtime claims, union negotiations and collective bargaining, and labor relations.
