Carolyn S. Ansay, Shareholder

Ms. Ansay leads the Firm’s Environmental Law Group and is Board certified by the Florida Bar in the area of City, County, & Local Government Law.  She has nearly two decades of experience representing private individuals and governmental entities in environmental and water law, governmental law, land use, and civil litigation.

As former General Counsel to the South Florida Water Management District, Ms. Ansay keenly understands the regulatory complexities faced by her clients.  She provides clients with strategic advice and counsel on significant water resource, governmental and land use, and environmental issues across the State of Florida.  Over the course of her career, Ms. Ansay has also represented regional water suppliers, municipalities, counties, nonprofit organizations, special districts, and state agencies.  She also served as a Special Magistrate in several jurisdictions where she presided over quasi-judicial proceedings on matters ranging from land use to local code enforcement. 

Education and Background

Ms. Ansay earned her law degree from the University of Florida and her undergraduate degree in Economics from the University of Miami.  In law school, Ms. Ansay was selected by the American Bar Association to serve as its national law student liaison on issues pertaining to natural resources, energy, and environmental law.  Over the course of her career, she has also served as an adjunct professor and frequent lecturer on environmental law topics.

Ms. Ansay joined the Firm after serving as General Counsel to the South Florida Water Management District.  As General Counsel, Ms. Ansay provided legal advice and counsel to the District’s Governing Board, Executive Management, and staff on a wide-range of water resources issues.  She regularly interacted with state and federal leaders in Tallahassee, Atlanta, and Washington D.C. on Everglades Restoration and significant water policy issues impacting the District.  She was responsible for the day-to-day management of the District’s 30+ attorneys and professional legal staff.  Prior to serving as General Counsel, Ms. Ansay was a partner in a law firm where she focused on water and environmental law, land use, and governmental law.
