Pamala H. Ryan, Senior Associate

Pamala H. Ryan has over 22 years of extensive experience representing local governments in virtually all facets of local government law including drafting ordinances and complex contracts and agreements, handling land use matters including rezones, comprehensive plan changes and related redevelopment matters, handling a variety of marina and water related issues; addressing procurement, public records, sunshine law, and ethics issues. Ms. Ryan has also handled pension and labor and employment matters from developing personnel policies and procedures, conducting employee training, and attending pre-termination hearings, to responding to charges of discrimination filed with the Palm Beach County and United States Equal Employment Opportunity Commissions. Ms. Ryan has experience handling governmental administrative functions including budgetary and risk management matters.

Since joining the Firm in 2016, Ms. Ryan represents several municipalities and private clients in all areas of local government law, and she serves as city attorney, town attorney, and board attorney to municipalities. She also represents municipalities in code enforcement matters.

Ms. Ryan has been Board certified by the Florida Bar in the area of City, County & Local Government Law since 2013, and was appointed to the Florida Bar’s City, County and Local Government Certification Committee from 2014-2020, where she served as Chairperson from 2018-2019. Ms. Ryan is also a member of the Florida Association for Women Lawyers and the Palm Beach County Bar Association.

Ms. Ryan earned her law degree from the University of Florida and her undergraduate degree in Economics from Purdue University.
